  For: service by Indochinese workers of a year or more in the Metropole or North Africa under the direction of the Director of Indochinese Workers, Ministry of Colonies
  Design: round breast badge, bronze, 35mm across, with suspension ribbon
    Obverse: the head of a woman symbolic of the Republic, with around two stylized dragons and the inscription “GUERRE 1939-45”;
    Reverse: in the center the inscription “MEDAILLE COMMEMORATIVE”, and around “MINISTERE DES COLONIES, DIRECTION DES TRAVAILLEURS INDOCHINOIS”
  Ribbon: 37mm; green 5mm, gold 4mm, green 19mm, gold 4mm, green 5mm

This was created by Decree 45-2-179 of September 22, 1945, but, just like the following medal, was never actually awarded. This, of course, would have been an award of the Metropole rather than of the Government General of Indochina.
